Ukrainian auditors participated in V EUROSAI-ARABOSAI Joint Conference

The delegation of the Accounting Chamber of Ukraine headed by the Chairman Roman Maguta and consisting of the Member of the Board Ihor Zaremba and the Head of the International Cooperation Department Mykhailo Tolstanov participated in the V EUROSAI-ARABOSAI Joint Conference, which was held on 7-9 December 2015 in Doha (Qatar). The goal of the event was to discuss the role of SAIs in the oversight of government bailout plans.

The Conference sessions, held in form of discussion panels, were divided into two subthemes: "The role of SAIs in monitoring the implementation of bailout plans" and "Perceptions of the future role of SAIs in warning against the risk of financial crises".

During the sessions, the participants discussed the issues on importance of SAIs role in exercising control over the implementation of financial bailout plans, for the purpose of verifying if public funds are spent in the effective and targeted way, as well as the necessity of studying/analyzing markets and monitoring economic indicators to prevent from the negative effects of fiscal and monetary policies.

Within the framework of the Conference, the delegation of the Accounting Chamber of Ukraine took active part in the discussions of the abovementioned topics. In particular, during one of the sessions the Chairman of the Accounting Chamber of Ukraine Roman Maguta made a corresponding presentation.

In his speech, the Chairman of the SAI of Ukraine informed the participants about the activities of the Accounting Chamber of Ukraine concerning oversight of government bailout plans, formation and use of the reserve fund allocations to finance urgent measures in various areas of the financial and economic life of the country, effective use of funds for the implementation of the Energy Strategy of Ukraine, as well as loans taken under government guarantees, etc.

At the end of his speech Roman Maguta expressed confidence that that the EUROSAI joint conferences with other INTOSAI regional organizations have become an extremely effective platform for sharing experience and the best practices with a view of innovation and institutional development of SAIs.

In the framework of the Conference the Chairman of the Accounting Chamber of Ukraine Roman Maguta held working meetings with the Chairman of the Chamber of Accounts of the Republic of Azerbaijan Vugar Gulmammadov, the President of the Italian Court of Auditors Raffaele Squitieri and the Vice President of the Netherlands Court of Audit Kees Vendrik.

The participants of the meetings discussed the issues of bilateral cooperation between the SAIs, collaboration within the framework of the EUROSAI Working Group on the Audit of Funds, Allocated to Disasters and Catastrophes, which is chaired by the Accounting Chamber of Ukraine, as well as conduction of co-operative audits.

Reference: the EUROSAI-ARABOSAI Joint Conference is held once every two years by rotation amongst European and Arab SAIs. The Conference aims to strengthen professional and institutional cooperation between SAIs in the European and Arab countries, and the exchange of knowledge and experiences among them in a manner that contributes to the development of audit work in those countries.
