44th EUROSAI Governing Board
Meeting
The Chairman of the Accounting Chamber of
Ukraine Mr. Roman Maguta took part in the
44th Governing Board Meeting of the
European Organization of Supreme Audit
Institutions (EUROSAI), which was held on
13-14 June 2016 in Luxembourg (Grand
Duchy of Luxembourg).

Participants of the event discussed preparation
of the EUROSAI Strategic Plan for 2017-2023,
EUROSAI Activity Report 2015, progress reports
of the EUROSAI Goal Teams, Working Groups and
Task Forces. They considered financial issues,
as well as justified financial subsidies from
the EUROSAI Budget, etc.
The Chairman of the Accounting Chamber of
Ukraine Mr. Roman Maguta presented to the
Governing Board the Progress Report for
2015-2016 of the EUROSAI Working Group on the
Audit of Funds Allocated to Disasters and
Catastrophes, chaired by the SAI of Ukraine.

In his speech, the Chairman of the Accounting
Chamber of Ukraine acquainted the participants
of the meeting with main achievements of the
mentioned Working Group, results of
international events within its framework, as
well as presented a plan and priority tasks for
a short-term perspective.
The Head of the SAI of Ukraine noticed that
modern society demands from national
governments introduction of new management
methods in order to provide higher efficiency
and effectiveness in their struggle against
cataclysms.
"Members of our EUROSAI Working Group certainly
believe that Supreme Audit Institutions under
their status and sphere of activity, should
attract more attention of governments and
society to the issues of efficiency enhancement
in using public funds, allocated to prevention
and consequences elimination of natural and
man-caused catastrophes", - Mr. Maguta
emphasized in his address to the European audit
community.
Representatives of foreign SAIs and
international organizations were additionally
informed about the initiative of the Accounting
Chamber of Ukraine to conduct international
coordinated audits within the WG's framework in
the spheres of prevention and consequences
elimination of floods, earthquakes, forest
fires, waste management and utilization. It is
planned that the abovementioned joint audits
will be started in 2017 in order to present
their preliminary results during the III WG
Meeting.
In the framework of efficiency enhancement of
joint measures with other regional
organizations of INTOSAI, the Governing Board
members considered the issue of organizing the
ІІІ EUROSAI-ASOSAI Joint Conference in Kyiv in
2017, which will be hosted by the Accounting
Chamber of Ukraine. The participants discussed
preparation for the mentioned conference, in
particular, tentative terms and thematic
aspects of this important international event,
aimed at establishing effective forum for
discussing topical issues of activity of the
European and Asian audit communities.
Reference: the Governing Board is
a EUROSAI working body, which consists of eight
SAIs-members under the chair of the EUROSAI
President. The Governing Board meets, at least,
once a year (previous 43rd Meeting
was held on 10 March 2015 in Helsinki, Republic
of Finland).
On 7 September 2015 the EUROSAI
Governing Board approved the candidacy of the
Accounting Chamber of Ukraine as a host of the
III EUROSAI-ASOSAI Joint Conference, which will
be held in Kyiv in autumn 2017.
